They always low-ball.

Then they revise their target higher if the stock moves sharply higher.

Probably shouldn't mention it, but after picking up Xebec at 47 cents before it went to $11.50 three years later, RBC initiated coverage at $3 with a $4.60 target on October 1, 2020. Then they raised their target 3 times in 3 1/2 months, the final time to $17.50 on the following Jan 15th.  The stock was moving faster than the analyst could keep up. The point there was that the RBC analyst really did raise his target from $4.60 to $17.50 in 3 1/2 months.  I have the reports.  Analysts always lowball. Then revise. There's downside if their targets are overly optimistic.
