Unless the funds provided stated they were to be used for FED and other engineering optimizations studies.  It is highly unlikely that the funds did not have restrictions such as no bonuses, no corporate retreats, etc.

Most  likely did come with restrictions ! But this all going to be done slowly and with all the applications approved! No permits , no purchase of property! The government is saying you prove it!!! First!!
