The vast majority of instanet (and anonymous and others) are traded on the ATM exchanges.  Commissions can be exceedingly low here, facilitating this kind of activity.  Abolish this, tax it, or otherwise make it more costly and the fun and games transactions will end.

The owners of the exchanges are making money, not the customers.  The regulators are controled by the owners, and the customers have no say.  The solution is to change the regulations and that can be done by legislation which is where we ultimately have a say.
