Who do you think grants the States' federal environmental law administration?  The EPA.  The USACE and the EPA will continue to administer the AK's 404 permitting process. The Governor has NO power or authority to obtain state primacy and cannot circumvent either State and Federal environmental law.   The Governor has NO permitting approval role with State agencies.  As ...more
