Management does or did...they're either lying, incompetent and/or not  able to crunch numbers like the market is.   Their plan announced in March involved swapping floating rate for fixed, $300m joint venture to pay down debt, NON-core asset sales, and fund a NCIB.  Now the timing is delayed by a quarter or two...we shall see
