Special Retraction Price and what it means

Hello, first time lurker here. I'm just trying to grasp and understand happens to my shares of pic.a. If anybody could answer my questions that would be greatly appreciated.

1. What are the pros and cons of a share retraction?
2. What will happen to my shares if I do nothing?
3. Is this a good sign for things to come or bad?

Thanks in advance!
