PPL -- price targets

I sure would like to know how PPL price targets are over $50 -- for the most part-- while the shares keep declining? Just what are they basing those prices on? Commodity prices are on a downward slope and the energy sector in 2023 is the poorest performer. The energy sector seems to be a black eye to many now so.....I don't see how $50 is feasible. This is becoming a dog holding now so far.
