Surge   will   resume   dividends   by   Dec.31  .  In   that   respect   it   will  remain  in  the category   of stocks   certain institutions can buy   without    resorting   to  the  "basket  clause"   by  maintaining  a minimum  dividend    in  the calendar   year.
