Any idea why this stock is being held back?

Afrer three consequtive quarterly beats and imorovemwent in just about all it's financial categories this stock is back to the share price of when they only met their 1st quarter 2020 results? It doesn't make any sense?

Manipulation to allow accumulation at prices well below what it should be trading. I noticed Industrial Alliance has been a big seller.Partnered with Anonymous to paint a weak share price.
