mAyne there is no partner yet... maybe noone is waiting on any governments approval or what so ever.. I haven't really checked out the dates yet but, I bet you any money thats how they scored equnoir to partner up with valeura for yamalik, inanli, Devepinar.. ENERGY CAPITAL ASSEMBLY THE MEETING...
