RE:what i dont understandUnfortunately we don't know why 11b/12b is moving so slowly (if at all).  I don't believe ant-fossil plays a signicant role, though.  The country depends on coal, and gas is clearly better.

My guess it that it is more related to infra-structure issues surrounding the expected buyer/consumer, and possibly financial considerations, around both product purchase and infra-structure build out.

Occassional updates would be nice, but I guess there is concern that could be conceived as inappropriate pressure by the counter parties.
