that they can't sign any strategic partners so close to a mining license?  Are potential partners in a hold pattern because you've lost their trust ?

Submit the d@mn application already or tell shareholders what's going on. More than 1 month sitting on your hands, did you cash your pay last month ?

Evidence that everyone is just pure frustrated over the lack of a submission.  I cannot fathom why they would submit for Jarandol before submitting the FS.  Small step yet they take a giant leap into the abyss.

There has to be a rationale behind this waste of time. Below is the relevant article of the Serbian Mining Law relating to the submission of the Exploittion Field License.  All required documentation seem straight-forward except Item 6). which rely on the local government.  I don't know.... I don't believe that the other items had not been prepared well in advance.  And I

I think his concerns are well warranted and could be shared by many others here. There a saying that goes "Take care of the important things first" Pretty easy to translate to the present situation: if BONE doesn't get the Piskanja exploitation license then the Jarandol exploration license won't be worth anything,  So why bother with Jarandol ?
