A news release should include some numbers to understand the investment and its potential.

Agree, this is a strange NR. How much is this patnership going to cost? Was that the reason behind the last offering? Why did a Co who keeps saying they're well financed is raising another 9M? Either something big is happening or this is a complete scam.
