That the First Nations have looked at the project and approve the mining plan.  All exploration and mining is going to be reviewed in the Yukon, only the ones that pose little to no environmental threat will be allowed to continue operations.  When the drilling commences so will the share price.

How would you know this information regarding approval of the mining plan?

All Cantex has is a Quartz 3 Mining Permit, but no Quartz 4 Permit. To get that they need Govt permitting approvals such as environmental, water, FNNND blessings, etc. The FN has said no project can procceed without Beaver River Land Use Plan in place. Like Peel Watershed bordering North Rackla in Beaver River Watershed, it took a decade or more to be approved. Throwing in the Victoria Gold

Do you really need to ask such an obvious question.  The purpose to stop all exploration is to review risk, once the drilling commences that will indicate that the risk is within acceptable levels.  The First Nations and government aren't going to say go ahead and drill but no chance of a mine.  Why would they and why would we continue unless we had thier blessing.
