To get that financing approved, 

Loook at ADD, it looks like good news is on the way, and they may not get that $0.03 pp.

DIA may be under a trading review, by which the exchange doesnt accept nor decline the price

reservation, and just takes some time to see the trading and closes, until comfortable with the price.
