Does this mean they can finally start building something? Something that will be completed by years end 2022?

They have been refurbishing the refinery. They got the sewage permit, which is one piece of the puzzle to being able to operate the refinery. They've recently got other permits over the last year.

Does permitting really = final stages of building? Thats not what I am reading. I am not familiar with your math. I thought a permit meant that they can now begin to construct something. ANyone?

I will answer my own question. I google searched final closure plan and it means a plan to decommission the refinery at the end of its service life.
