Anticlimactic Close

At 3:59 bids and asks were 3.65 and 3.66 ...then boom...someone takes a 3.58 at the bell.   Makes little sense to me.  Anyone??

It is called Painting the Close to show viewers, institutiions, and shorts etc, who check open and close the end of day close.
