NOU and HPQ - Working Together or Competitors?

I know there has been some talk about the relationship between NOU and HPQ both Quebec companies in the past.  The NOU CEO was on BNN this morning and was talking about how they will be combining silicon with graphite and I wondered if this might be in partnership  or have some connection with HPQ?  Appreciate any insight that could be shared.

Possible, Investissement Quebec has shares in both HPQ and NOU.

More like possible future client for HPQ, Silicon is not a competitor to Graphite. I see it like ethanol or octane for gasoline... It boost performance but wont work easily without graphite. They are not an actual client under contract from what Bernard stated but could become one in short term..
