Insiders can buy anytime of the day, year whatever, as long they don't sell with the profit while having undisclosed information.
They can buy ,they can sell, they cannot make a profit having undisclosed information. I studied for a long time this problem, if I recall it right it's 48 hours before disclosure and 48 hours after when the rules are strict.
