I think you are right, that is her intent, however I stand by the idiom "everything is negotiable, but not everything will they negotiate". I believe that a deal is pending and certain criteria may have to be met before deal is announced.  Sometimes deals take a while to get everything in line.   They are not drilling cause they don’t need to, unless something changes and buyer asks for something.   Then they will drill.    Thats why they said small program.  Just in case they have too.   If they
