Since it is taking so long, it must be something it doesn't have full control over, probably a take over. They are now probably doing negotiations and it probably takes days for the resumption to happen.

It can be anything. A week or 2 will be my guess. That should allow negotiation to complete. Judging from the recent rise of the stock price, there had been a possible leak ahead of the news, so the news should be a good one. What do you think?

Sometimes, JV negotiations take a long time until news breaks.
