I suspect she's wrong. From what I understand. Canadian oil is necessary at U.S refineries to provide the right mix. If Trump put tariffs on CN oil, I think it would drive gasoline prices in the U.S. through the roof. Then again, it would greatly benefit his new best buddy, and special advisor. That guy who makes Teslas.

She is not wrong look at the map I posted line 5 delivers to Sarnia providing energy to Ontario citizens. Enbridge delivers natural gas to Ontario citizens through their Ontario based gas company. MaterailsMan, You are correct. Certain U.S. based refineries require a set ratio of Western Canadian Select heavy crude to WTI priced crude.
