Was the purchase at $1.70 US dollars, or was it $1.70 Canadian dollars?

Official quotation is in Canadian dollars and it was the max rates.  At the end, it shows the respect of the stakeholders when they proposed 1,2 but but buy a big amount of share at 1,7. And now, they are requesting to be repaid for spent? Where is the respect?
