I am not a Lawyer but I would say this ruling is very favourable for PCQ and SQX. They have the largest conventional discovery in Quebec that does not require fracking. With this ruling, I believe they could request production permits under the current law. If Quebec wants to expropriate they'll have to pay considerably in my opinion.
