The plant has been limping along since it was turned on. They've probably been diagnosing where the problem is and what it is. That can only be done as it operates. So when they get it figured out

I'm sure that for them capital is hard to secure. What I found really interesting is the part about recommissioning the Steveville plant. Perhaps a lot of warranty work and or debottlenecking
