What took so long?  The Rockies had record-level snowfall, a late melt, and some places had damaged roads from too much water when the thaw came in earnest. I have no information about the availability of drills and crews for such work, but I think the company got in there as early as possible.

I am not buying it...I live in the Rockies too at similar elevations and quite further North in Idaho.  Havenn't had any problems with snow melt since June.  And what about Mexico?

I will not argue regional weather variations with anyone, as I don't care whether you believe it or not - a waste of time.  Besides, who can tell what the availability of drills was when the roads opened?  Do you know?
