Increase from 2000 tpa to 7500 is over the first gew years of production, but when, if at all, will production actually start?

"Ucore completion of an SMC". That should mean commercial production and sales, rather than meaning SMC is mechanically complete, with all equipment installed, but not producing/selling  commerically. The latter is much easier to achieve (or claim) than the former.
