Honest management is what real investors care about. It does not matter how well the numbers are. Dishonest companies will forever trade at a discount to market.

The people who care the most about dishonest management are institutional investors who have the power to move the buy needle. However, they are likely not interested in exposing their selves/ clients to fraudulent behaviour. 

The company needs to come out and explain to the public what happened and what they are doing to restore their reputation/ ensure it never happens again.. They need to cut ties with all previous insiders, known associates, online promoters (stockhouse, Twitter, Reddit), and other persons that played a role in the "old management". 

Until this happens it will be hard for the company to attract the next level of investors that is needed.

It is not different than a stigmatized house, as long as people are aware no matter how many new owners come through, the house will always sell at a discount to its neighbourhood.

Until one day when it is, flatten to the ground and rebuilt fully. 

New management needs to clearly;

(1) come clean about the past 
(2) cut ties publicly with past insiders, known associates, and online promoters
(3) detail/ outline a plan for existing/ new investors on how they will safeguard against these dishonest acts from happening again
