Thank you for your question - I have not yet come across any counter that focusses specifically on transporting oil by rail. Perhaps such a business is not viable or justifiable to be set-up an an entity of its own, yet...  The nearest I can think of would be the railway companies, which set-up a branch which specifically does this operation on top of their other passenger and goods trains.

At this moment, you'll have to do with companies that have a business mix in there, incl transportation by rail. ON my side, I'm still trying this out to get 'a feel' of the whole thing here. A small position only. Hope this helps.
