90K square meters is close to ONE MILLION sqft; that's over 10 times the size of Beleave's 80k sqft facility currently under construction. Envision a structure the size of your local mall. Clearly local council is trying to limit the size of what are really industrial facilities in agricultural areas; facilities that are responsible for significant ground water consumption, foul emissions and rancour from immediate neighbours. This is akin to ordinances constraining the size of the factory farms, chicken sheds and such.
