Because if's F-ing QU.  They get the most in federal transfer payments and cause Canada the most pain.  They wine and complain like they are more previliged then the rest of us.  
Why do you think the QU Liberal's have a balanced budget now...because of all the money they take from the rest of Canada in FED transfer payments.  Heck you cannot even have english written on publicly displayed signs unless French is in a much larger faunt.  Its a joke.
