The internal processes for signing agreements often take some time. Especially when both parties have their legal departmetns involved, usually a couple of weeks of back and forth just to change a couple of words.
And now there is the issue of signatures - in some cases electronic signatures are still not accepted - so documents have to get signed internally, couriered to the next signer, etc.
Now - I am still surprised they are not fully signed sealed and delivered - I would think they must be close as it has been some time since the announcements.
