Looks like the same thing might be happening when the drove the share price down from 2 bucks to 4 cents. So I guess the question would be. Have they loaned the stock to Gem again?

One theory I heard, which cant be corroboated, was that the 2 funds are shorting on the otc while the other two parties of the lending agreement are lending daily their 0.30 paper they got as reward to execute "the plan" last fall. We can see the houses selling which matches them.

Look at who is selling it down to 0.61 with his cheap paper
