Another angle might be that the most powerful man in Russia has asked one of the richest men in Russia to keep his profile low and invest in the Motherland. (with incentives for both). So maybe NORD makes it known that they would entertain an offer by a major Western miner who might want to own 100% of Paul Isnard thus putting the whole thing in play. They then take the cash with which they finance the buying of their minority shareholders and continue to operate in the shadows as a private company with less public scrutiny, fear of sanctions etc. The plot thickens...
