In order to produce scandium oxide concentrate, you first produce scandium phosphate concentrate from the laterite base metal tailings which removes the impurities such as iron and aluminum. This process of removing impurities usually has a number of steps and expense. Because the HAT property is NON- laterite which does not have nearly the amount of impurites, their metallurgy has developed a much less expensive method of producing a clean scandium phosphate concentrate. Converting the phosphate to scandium oxide concentrate does not involve removing impurities. The hard part is done. This is why scandium phosphate is more expensive than scandium oxide.
