Not looking good... the virus is not the only thing to overcome. Politic stability is very important in time of reconstruction.

This article is from January. And the management of emergency supplies being fired was a reprimand they needed after the warehouse of unused supplies was found. Nothing to do with rebuilding of housing and power supply on the island.
