Every plant processing material at such quantities using very sophisticated equipment end up with some necessary modifications causing delays. To make such predictions as COO just three weeks after he was engaged by Orbite was even more remarkable. Had he not espoused any time line investors would be much more tolerant and accepting of the 6 week refractory delay asked for by the suppliers to do the job right. In order to maintain his claim that the completion of the HPA plant is on budget, Kelly must see to it that there are no further delays. GL
