Who said that there was any difficulty in making a JV happen with Salta? I haven't. Moreover, a JV is not all that expensive to anybody involved. Everyone that is involved can easily afford to do it.
You make Argentina sound as though it is governed by a dictatorship. It isn't. It has a democratically elected government. If the people decide that the government is spoiling Argentina's chances then the government will be voted out and a new one will be voted in.
