Can claim holders really block tailings and trucks? An exploration claim is not full ownership of the land.

If a mining company applied for permission to build a mine including a tailings dam, would the government (national or provincial) then really ask Salta and Cascadero for permission? I don't know the legal issues here, but how can you be so sure about all of this. Hypothetically, let us say a BHP or Rio Tnto bought Taca Taca, made a mine plan with a tailings dam on Salta's claim, and asked the government for permission. You are saying that the government's response would be a no, unless Salta agreed to it. Argentina, a country that nationalizes large oil companies would let Cascadero block a new major copper mine, stripping Argentina of thousands of jobs, income in dollars, and a lot of taxes.

 

Om another note, why is it difficult to make a JV with Salta. Do they have unrealistic financial demands?
