the point isn't about the students there now. It's about the agents and their trust sending students to a school that is in such shape. Its a scary risk for most potential future students and the agent doesn't want to risk having to refund money in the country of origin after having already sent it to a school in Canada that has gone belly up. The agent is legally responsible for the tuition in most home countries. It could actually cost them in the end.
