the 3rd tender which was going to demecan/wayland has been delayed due to a 4th party who did not receive initial provisional approval, but nevertheless initiated a challenge for demecan's tender spot and did receive a delay for awarding of 3rd tender?

"Another tender over a four-year harvest of 3200 kg has been delayed because an unidentified bidder who lost out is challenging the procedure with a regulator."
