All other friendly ? bids were not viable or out of the question . if anybody even dared to make an offer ,iq through hydro would have refused to supply the needed energy for operating the plant . :)

They had more time than anyone else based on correspondence in August. Did the bidding process not officially end July 10th. Bidder B DID NOT submit a valid bid, but were still given consideration
