A very helpful person responded - you can ask for Scott Ainslie who handles these matters. He did say not wait and email your complaints requesting they DENY the hardship case PLI requested, explaining the reasons for the complaint to his compliance department - at disclosure@tmx.com.
He explained to me that PLI has filed for a "hardship case" and he explained that is used when a company wishes to complete a procedure that would otherwise require a shareholders vote because they claim it is an emergency.and the co is in dire financial straights. They are just using this as a vehicle to avoid a sharaeholders vote they are afraid they would lose ans wouls look very unseemly and further tarnish their reputation.
