having hard time buying these cheep shairs

is anyone else haveing hard time buying shairs since the rightsoffering and the dtock split . i have plenty off money in my trading acount insted for some reason when the the stock split back 2 for 1 thy dubbel diped and put my acount in the negative and it wont let me buy these cheap shairs . when i phoned bank they said that it should all clear up in a week or 2 buy then there probbly wont be anymore cheep shairs .im no happy with cibc on line tradeing .
