I think 360 would have got the correct form of there and to. 'Maybe there to busy...' grammatically correct would be a contraction of {they are}: they're To, is this instance is an adverb: Too is an adverb that can mean excessively or also. The implication of the poster is that the management of ROE is excessively busy, so much so that they don't have time to respond to the ...more
