My guess is because their whole mindframe is playing everything by the book. Hence the reason they only made a small test batch after getting the license to make sure everything measured up to their expectations including the passing of the crops test, timeframe, second visit from HC etc. Why would they fill up all the orbitals ahead of time without making sure everything worked as planned to the satisfaction of HC?
