If Sempur were actually manipulating the stock downard either the short Interest would be increasing exponentially or Sempur would be selling from their existing stockpile of shares. In either situation, you would see the signs of this in the volume traded.
Short interest remains near zero and the stock continues to trade with non existent daily volumes. (In fact it's not unusual for Starcore to have days with no trades at all)
I actually think part of the decline in the stock price is because market makers signifcantly increased margin requirements to hold Starcore stock at the end of August. Not a sign of faith in the company. :

There's also no evidence that Sempur ever participated in a private placement or ever acquired any signicant shares in Starcore. (again the volume is so low to non-existent that any entity acquiring in size on the public market would stick out immediately)
