How does dividend affect stock price?

How does dividend affect stock price?How is this transaction going to unravel if it goes through? Does it mean that the stock price will dip by one dollar right after?
The company will have to strip about  590,000,000 DOLLARS FROM IT'S RETAINED EARNINGS AND HENCE
the balance sheet will be hit...or is the market going to be blinded by this variable?
