As far a Brown County Board this is the beginning. Per this mornings post on the blog Brown County and the other boards that signed against Aquila are sending a letter to the Governor asking for him to get the DNR to resind their permission.
That sounds like a waste of time for the Governor because the DNR has already admitted they have no authority. I will quote it again for you:

here for proof/facts. The also claim to have reviewed the permits and the activity thus far between Aquila and the MIDEQ. They also thoroughly reviewed the permits in their own words from that same site.
