I don't know the full ins and outs, but it seems to me they spent a bit too much time trying to mix & match sw from a number of difference sources, all while trying to minimize costs.
To use the same phrase I just used for GM, VW should have gone pedal to the medal with QNX as its base, and should have focused 100% on quality results starting 7 years ago.
A lot of FUD has been thrown at Tesla over the past decade, with one of the main charges being that TSLA would suffer a quick and agonizing death the very year that the legacy OEMs got serious about making EVs. That hasn't even come close to happening. Volkswagen (software issues + manufacturing speed), GM (fires + supply chain), and Ford (fires + costs) have all had massive stumbles the past few years in trying to overtake Tesla. And they still all have to deal with their
(a) huge debts + sunk costs in legacy manufacturing equipment
(b) stealerships (keep in mind too that OEMs have to keep supplying parts to dealers & repair shops for a decade after they sell their last ICE vehicle)
(c) unions. Love 'em or hate 'em, they're still a weight compared to a company like Tesla where the average wage is comparable or better, & where a lot of employees take part of their comp in shares.
I often think BB's best hope for IoT automotive growth is with the Chinese companies. A lot of them seem to be doing the right thing. Like BYD getting completely out of pure ICE vehicles last year.
